    摘要:

    智能变电站在扩建、改建以及检修时,如何高效可靠地隔离相关的二次设备是个急需解决的问题。提出了二次设备安全隔离的方法和原则,利用安措防误系统解决二次设备的安全隔离问题。首先,在分析了二次设备安措信息流和安措防误需求之后,重新设计安措业务流程,提出了包含安措开票、整定防误、安措监视、安措执行等四个功能模块的防误系统。之后,对安措隔离关键技术的技术路线、分析原则、分析规范等方面进行了重点阐述。工程应用表明所提出的实现方案是安全可行的。

    Abstract:

    How to isolate the relevant secondary equipment safely and reliably from each other in the expansion, renovation, and maintenance of smart substation is a problem to be solved. This paper puts forward the method and principle of the safety isolation of the secondary equipment, which use the anti-misoperation system to solve the problem of security isolation of the secondary equipment. Firstly, this paper studies the information flow and anti-misoperation requirement of the secondary equipment security measures, and then proposes four function modules of the anti-misoperation system which includes security measures billing, setting anti-misoperation, security measures implementation, and security measures execution. After that, this paper expounds the key technology of the security measure, such as technical route, analysis principle, analysis criterion, etc. Application results show the feasibility of the introduced implementation scheme of the anti-misoperation system.
