The plan of power dispatching automation across jurisdictions which is made up by a regional level and some county levels in different counties, has been found to improve the dispersion of power dispatching, the level of application and the problem of independent system. This paper presents distributed SCADA, dispatching data network wide-area interconnection, AVC operation of power grid and so on, as well as the designer, distribution and transformation process of power grid control permissions management which can work in different modes and different working conditions. The main purpose of the plan satisfies requirements of Chongqing power grid, through experiments.
