大电网事故预案推演系统的设计与实现

摘要:
针对传统依靠人工编制事故预案无法覆盖全部事故情况,且编制过程智能化和自动化不足等问题,设计和开发了大电网事故预案自动生成推演系统。依据大电网事故处置预案的特点,采用电网运行方式分析、灵敏度分析、拓扑分析和电网风险分析等方法,结合DTS的仿真模拟功能,自动生成涵盖事故前运行方式、事故情况、事故后运行方式、紧急控制方案、风险预控方案、设备恢复方案的事故预案。应用表明,该系统可以针对灵活设定的运行方式和假想故障,生成包含具体控制措施的事故预案,具有较好的实用性。

Abstract:
Traditional manual preparation of accident plans cannot cover all accidents. The preparation process is insufficient in intelligence and automation. This paper designs and develops an anticipated accident plan simulation system for a bulk power system. Given a bulk power grid accident plan, this paper adopts analysis methods of power network operation mode, sensitivity, topology and power network risks, combining the simulation function of DTS, to form accident plans automatically. These cover the operational mode before the accident, the accident situation, operational mode after the accident, an emergency control plan, a risk pre-control plan and an equipment recovery plan. The application shows that the system can generate accident plans containing specific control measures for flexible operation modes and faults, such that it has better practicability.
