国际典型电力市场阻塞管理机制及其对中国的启示研究

摘要:
区域输电阻塞管理是我国电力现货市场建设中需要解决的关键问题之一。合理的阻塞管理机制有利于系统资源的有效配置、市场效率的提高以及系统安全的维护。首先,选取美国PJM、英国、澳大利亚及北欧等国际典型电力市场,阐述其交易模式和阻塞管理机制。其次,介绍国内电力现货市场试点工作实际情况。通过对比分析,探讨各电力现货市场阻塞管理机制及其成本分摊方法的特点和适用性。最后,提出中国电力市场阻塞管理机制的建议,旨在为未来中国电力市场阻塞管理机制建设提供一定指导。

Abstract:
Transmission congestion management is one of the key problems to be solved in the process of establishing a spot power market in China. A reasonable congestion management mechanism is conducive to the effective allocation of system resources, the improvement of market efficiency and the maintenance of system security. First, the typical international electricity markets, i.e., PJM of US, Pool mode and BETTA mode of UK, NEM of Australia and Nord Pool are chosen to explore and describe their trade modes and congestion management mechanisms. Secondly, the actual situation of the pilot project of a spot electricity market in China is introduced. The characteristics and adaptability of different transmission congestion management mechanisms and their congestion cost allocation methods are discussed through comparison. Finally, suggestions on congestion management mechanism are proposed in order to provide some guidance for the construction of congestion management mechanism in Chinese power market in the future.
