基于解列信息触发的孤立电网紧急控制方法研究

摘要:
跨大区电网互联、大容量直流输电及第三道防线动作的延时和不确定性对紧急控制技术提出了更高要求。缺乏快速主动控制措施是导致电网联络线解列后大量潮流跨网转移和孤网内安全稳定形势恶化演化,继而引发系统相继解列和最终崩溃的关键原因。在分析总结导致电网解列的因素和解列后孤网面临的主要安全稳定问题基础上,提出了“离线-在线”相协调的包括控制主站、控制信息子站和执行站三层结构控制的基于解列信息触发的孤立电网紧急控制方案。通过离线基于性价比、在线基于量化的交直流控制措施的控制性能指标完成策略的搜索和优化制定,确保电网紧急状态解列后具有快速主动有序的控制措施。仿真验证了方案的可行性。

Abstract:
Cross-regional power grid interconnection, high-capacity DC power transmission and the operating characteristics of delay and uncertainty with the third defense line of power system put forward more advanced demand on emergency control technology. The analysis of recent catastrophic blackouts occurred in many countries points out that the cross-grid large-capacity power flow transfer and continuing to deterioration of the security and stability situation of isolated power grid after power grid tie-line splitting due to lack of rapid active control measures are the key cause that power system occurs seriously events, such as successive splitting, even collapse of power system. On the basis of analyzing the factors that probably cause power grids separation and the problems of safety and security for the isolated power grid after power grid tie-line splitting, an emergency control scheme of isolated power grid based on splitting information triggering is presented, which adopts the method of delaminated control involving compound master control station, control information substation and execution control station and the coordination control of off-line & on-line. Through cost performance with off-line and the quantized control index between AC/DC control measures with on-line to search the optimal control strategies, it is ensured that quick, active and sequential control measures can be obtained with the emergency state of the isolated power grid after power system separation. The method is verified by simulation.
